Full Diplomatic Relations Re-established

On September 2, 1991, U.S. President George H.W. Bush announces that the United States will re-establish full relations with the Republic of Estonia following the restoration of its rightful independence two weeks earlier on August 20, 1991. Following the President’s announcement, U.S. Department of State Deputy Assistant Secretary Curtis W. Kamman and Republic of Estonia Minister of Foreign Affairs Lennart Meri sign a Memorandum of Understanding on September 4th officially resuming normal diplomatic relations between the two countries.
